This is one of those cases where it is best to let the pictures do the talking. Balloon Guy is a balloon artist out of Provost, Utah. He claims that he is able to and will make anything out of balloons, just so long as it is family friendly.

Judging by these two pictures, I might be inclined to believe him. Balloon Master Chief is cool, but the balloon Mario, well that just takes the cake.
