As you can see from the picture, someone, and by someone I mean John Nouanesing, has designed a Windows 3.1 windows (actually I believe that is 3.11 but I am not going to argue with the designer). The design is named Fenêtres 3.1 (Windows 3.1) and it is actually installed over your original windows, so I am assuming it is some sort of printed sticker arrangement. It also comes with a blue screen of death blind that you can pull down when you have had enough.

By the way, that background is XP, so it kinda ruins the effect. [DVICE via Geekologie]
