The House Sitter is a security device of sorts. You plug something into it, and it will turn on at a random time around dusk; giving the illusion that someone has turned it on. It is fairly inexpensive and works for anything, lights, TVs, etc. A good idea if you need to leave your house unattended while you take a vacation and cannot afford or find a real house sitter.

When it comes to people that break into houses to steal stuff, it would be pretty safe to say that most of them fall into one of two types: professionals who will come in and take everything of value that is not nailed down and opportunists who are looking for a quick buck and are prepared to risk life and liberty for whatever they can carry with them. The former are probably not going to target your house if they think that someone is home and while the latter probably would, they are much less likely to do so if they think that someone is up; by this logic, the House Sitter should work for both.
